The Nationals own the No. 1 overall pick in the 2025 Draft, which comes with a record assigned value. But the Mariners, who jumped from No. 15 to No. 3 in the Draft Lottery, own the largest overall bonus pool.
MLB released the slot values and bonus pools to teams on Wednesday evening. The pick values rose by 4.8 percent compared to a year ago, paralleling the growth in MLB revenues.
Washington won the Draft Lottery despite only the fourth-best odds to do so, getting the No. 1 selection and the $11,075,900 slot value that comes with it. The Guardians' No. 1 choice a year ago was valued at $10,570,600.
Seattle gets $9,504,400 for the No. 3 pick and also owns a competitive balance selection at No. 35, which is worth $2,758,300. The Mariners' 11 picks in the top 10 rounds add up to $17,074,400, the fourth-highest allotment since the pool bonus-pool era began in 2012. Cleveland had a record $18,334,000 in 2024, followed by the 2015 Astros ($17,289,200, fueled by two of the first five choices) and the 2024 Rockies ($17,243,400).
Twenty-one clubs have seven-figure bonus pools this year, with the Rays ($16,699,400), Angels ($16,656,400), Nationals ($16,597,800), Orioles ($16,513,100), Rockies ($15,723,400) and Marlins ($15,187,400) joining the Mariners in eclipsing $15 million. Seattle gained $4,390,200 by moving up 12 spots in the Draft Lottery, while the Cardinals added $2,610,500 by jumping from No. 13 to No. 5.
The Yankees have the smallest pool at $5,383,600. New York's top pick dropped from No. 28 to No. 38 after exceeding the second surcharge threshold of the competitive balance tax, and it also forfeited its second-rounder for signing free agent Max Fried.
The 30 teams' bonus pools add up to $350,357,700, up from $334,375,000 in 2024. Teams combined to spend $374,345,077 on Draft bonuses a year ago, breaking the record of $350,089,060 established in 2023. Chase Burns (No. 2, Reds) and Charlie Condon (No. 3, Rockies) set new player marks when they signed for $9,250,000 each, beating the $9.2 million Paul Skenes (No. 1, Pirates in 2023) received a year earlier.
Each selection in the first 10 rounds comes with an assigned value, with the total for a club's picks equaling what it can spend in those rounds without incurring a penalty. If a player taken in the top 10 rounds doesn't sign, his choice's value gets subtracted from his team's pool. Clubs near the top of the Draft often spend less than the assigned value for those choices and use the savings to offer more money to later selections.
A team that exceeds its bonus pool faces a penalty. A club outspending its allotment by 0-5 percent pays a 75 percent tax on the overage. At higher thresholds, a team loses future picks: a first-rounder and a 75 percent tax for surpassing its pool by more than 5 and up to 10 percent; a first- and a second-rounder and a 100 percent tax for more than 10 and up to 15 percent; and two first-rounders and a 100 percent tax for more than 15 percent.
In 13 Drafts with bonus pool rules, clubs have outspent their allotments a total of 240 times but never by more than 5 percent. The Cardinals, Cubs, Dodgers and Giants have surpassed their pools every year, and 23 of the 30 teams did so in 2024. The Rockies and Twins have never exceeded their pools.
